Syarikat Pengeluar Air Sungai Selangor Sdn Bhd (SPLASH) ensures full compliance to environmental regulations and guidelines set by Department of Environment (DOE) in its commitment to mitigate environmental impact at Sungai Selangor Water Supply Scheme Phase 3 (SSP3) worksite.
As part of close and consistent observation by the authorities on the project, Y.B. Dato' Hj. Mohd. Mokhtar B. Hj. Ahmad Dahlan, State Executive Councillor for Housing, Local Government, Squatters and the Environment and his entourage consisting of 30 members of State Environmental Committee were briefed today on the project progress and Environmental Management Plan practised at SSP3 site.
In order to ensure compliance to environmental regulations and standards stipulated by DOE, SPLASH strictly adheres to the requirement of DOE as per the 45 conditions attached to the detailed Environmental Impact Assessment (EIA) that has been approved.
Works for SSP3 has entered its third year of construction and is 5 months ahead of schedule. The dam construction is expected to be completed by the end of the year and impounding is scheduled to begin in the first quarter of 2003. As open burning is strictly prohibited by DOE, biomass of site clearing carried out before impounding, will be disposed through a controlled burning method using the air curtain incinerator. This method is permitted by DOE and SPLASH is the first company to implement this technology in Malaysia.
47 silt traps have been built in and around the project site to monitor and control silt discharge to the Sungai Selangor. Regular inspections of the silt traps are carried out to guarantee that the silt traps will stand up to spate of heavy rain. In addition to these silt traps, SPLASH took a proactive initiative to set a total of 17 monitoring stations along the Sungai Selangor and its tributaries to ascertain maintained river water quality.
Out of the 17 monitoring stations, 3 stations function as control stations. 2 stations are located at the upstream and 1 station at the downstream of the project site. These 3 control stations will be able to determine whether the river water quality is polluted by activities implemented within the project area or other external sources.
SPLASH is also giving their highest commitment by taking every effort to ensure that the project will be conducted in an environmentally sustainable manner. An environmental surveillance team has been deployed at site to monitor the situation during the construction phase. The SSP3 regulating dam covers only 3% or 600 hectares of the entire Sungai Selangor water catchment area of 197 sq. km.
