Construction Works For Sungai Selangor Water Supply Scheme Phase 3 (SSP3) Progressing Smoothly On Schedule

Construction works for Sungai Selangor Water Supply Scheme Phase 3 (SSP3) is progressing smoothly and works are on schedule.

In a media briefing to update media members on progress developments of SSP3, Tan Sri Wan Azmi Wan Hamzah, Chairman of Syarikat Pengeluar Air Sungai Selangor Sdn Bhd (SPLASH) informed media members this morning of the current status for various packages of SSP3.

He said that SPLASH is happy with the current status and is confident that works will be completed according to timeline schedule as stipulated to the authorities. He said these are works for realignment for the new KKB-Bukit Fraser Road, the dam, Rasa water treatment plant and the Kg. Gerachi new village. Works for other components like the Kg Pertak new village, Bukit Badong water treatment plant and Institute Kemahiran Belia Negara (IKBN) are also in progress.

Tan Sri Wan Azmi also announced that 41 Orang Asli families from Kg Gerachi will be able to move into their new village early next year. The move is scheduled as part of the Sungai Selangor Water Supply Scheme Phase 3 (SSP3) resettlement and compensation programme to provide them better homes, community facilities and oil palm cultivation earnings.

Construction of their houses is progressing rapidly. The entire village provided with electricity and water and complete with community facilities like a community hall, clinic, shops and tadika will be completed by end of the year.

He said SPLASH will see to it that the schedule is met as part of its commitment to ensure better livelihood and better homes for the Orang Asli communities of Kg Gerachi and Kg Pertak who are affected by SSP3.

He added that SPLASH's commitment was also that it carries out works with compliance to requirements stipulated by government authorities. He cited adhering to the Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) as one of its major priorities.

"Since construction commenced in March, we have adhered strictly to our EMP and thus far, we have met requirements, as shown in monthly monitoring by our consultants and the DOE."

"The EMP, drawn up by our EIA Consultants and approved by the DOE, details precautionary and rehabilitation measures, parameters and monitoring schedules to safeguard environmental protection at the worksite."

"We incorporate the EMP as part and parcel of the construction and operations activities and will restore the environment to its ambient condition using these mitigation and rehabilitation measures, if the environment has been unintentionally disturbed." he said.

Tan Sri Wan Azmi went on to explain that SPLASH has a Health, Safety and Environment Management team that works closely with the EIA Consultants (state appointed Gunung Ganang and SPLASH appointed UKM) and DOE to ensure that the set EMP parameters are monitored and meet with the limiting values. More than 57 sampling stations for air, water and silt trap discharge quality have been placed at work areas and these are constantly monitored for need of improvement to the system.

He said, "Safety and health is also another area of importance to us. We comply with full safety management procedures at SSP3. He elaborated that SSP3 conforms to the Occupational Safety and Health Act 1994 (Act 514) and Regulations and Factories and Machinery Act 1967 (Act 139) Regulations and Rules. In addition, SSP3 also adheres to the MS ISO 9002."

Tan Sri Wan Azmi concluded the media briefing with saying that financing for SSP3 amounting to RM1, 635 billion has been raised and concluded. The finance facilities comprising the Al-Bai Bithaman Ajil of RM1.2 billion bonds and RM 435 million Floating Rate Notes (FRN) was arranged by Commerce International Merchant Bankers Berhad.

When fully complete by 2004, SSP3 will provide an additional 1,050 mld of water to 2 million residents and new industries in Selangor and the Federal Territory.
